i'm very sure it's blender's FBX export
the UVs are fine up until i export to FBX through Blender

Why do you think so? Then show me how UVs look in blender before you export to FBX. Dont show that model picture, it proves nothing. Show the UV map.

I still think the problem is your FC4 importer.

Дело не в самом импортере и не в вашем инструменте как уже можно догадаться, а по не понятной причине, после экспорта из любой версии бляндера в fbx, будто местами вершины у UV смещаются. Такая петрушка с UV и на движке CE5 с импортом fbx.

it's not the importer, it does the same thing with any model i export to FBX, even with the Far Cry 5 importer, and the Far Cry Primal importer
and we've used 2 different importers for FC4, one for 3DS Max and one for Maya

Причина мне лично понятна. Неправильный импортер неправильно читает UV, поэтому после перенесения в UE4 у него не хватает точности, чтобы представить эти неправильные UV.

Варианты:

- исправить импортер
- исправить UV после их чтения неправильным импортером (перенести к центру координат)

but the important thing is how to fix it?
you said the UV's should be in the grid, can we move them in UE4?

Yes you can. But this will only give you approximately correct uvs. Because after they were broken, theres no way to know how exactly they are different in scale and position.

Proper way would be to fix incorrect importer script, so uvs will be correct in the first place.

What are those importers you used?
my workflow is this
i convert XBG to FBX in Maya or 3DS Max, then i go to blender to edit the model and make it the correct size and other adjustments, then i save as FBX in Blender and then import the FBX to UE4
