I think 90% of texts are compressed into encrypted files, and if not encrypted, still need a text tool to edit them, but I can solve this issue, IF one day there is a way to decrypt the files. I'm not planning on publishing any tools but I may be able to help you with providing resources and packing stuff back into game. Most MGS4 files are not encrypted, just in it's own format, though I'm pretty sure some of the .dats are encrypted.
MGO2 files on the other hand, are encrypted.
I think you got confused with the filename hashing, which someone said was the same for MGS3 and MGS4 (and GZ?) somewhere.
I believe a lot of text is stored somehow in the scenerio.gcx files (like urls and menu strings), but right now it's just a guess. I haven't looked into it too much lately. I'm not too sure what is actually stored in most of the dats, but perhaps the subtitles are stored along with the cutscene files, though I don't know how other games like MGS3 stored their subtitles in that sense.
And there are all kinds of silly images hidden in the files, pic related (but it got kinda blurry).

I post in this thread, i was talking with hcs and he told me the very best i can do it's write in his forum if any can help me. Like I say in the thread, i think i can do the conversor, but i don't know how to compile in c. I made my own tools with ruby to extract files from metal gear saga, but with this language i can't convert anything. If any can help me i think we can do a tool for that format.
