[Half Solved]compressed DXT1/BC1 format? not sure

I've tried many type of tools, but with no result.
like noesis, rawtexture, texturefinder,etc.

is it compressed? i'm Not sure, I got no preview of this file.

Can anyone help me？

some files like this format has different size (w x h) and offset.
Is it possible to extract with noesis?
