I'm mainly interested in the 3d models, so in the xbg conversion tool, if I correctly understood the only big problem left to fix is the uv scaling, right?

Not really, cra0 and I have determined that most models use a scale of 2 or 3. We'll have to do more tests when the tool is ready, but worst case scenario you'll have to input a scaling factor manually.

I mean, I think the radio stations/music tracks are packed inside sound.dat like most/all of the generic sounds used by the game. But probably the problem is the conversion process from SBAO to OGG, which fails for a lot of those files. For example, 00114db4.sbao file is (Chicago - Wake Up Sunshine) one of the musics that are played in vehicles, but I came short of getting others.
Can anyone else chime in on this?

I've changed few bytes in unpacked graphics/vehicles_nexus/land/muscle/muscle_03/ files and packed them back into patch.fat and patch.dat. Put them both into data_win64 folder and run the game. but I see no changes on respective models. Looks like modified file is ignored.
May be I've missed some point? I've packed with Gibbed.Disrupt.Pack.exe with no extra options, just as:
Pack patch.fat graphics

ill pay alot of bitcoins if someone could make a working first person view on foot mod. havent been able to unpack commen.dat myself yet.

You need to pack the containing directory. Yeah, i've got unpacked that archive an same problems with converting the sbao's. The soundtrack OST is the original Soundtrack CD, but there isn't that backgroundmusic of the bunker mission. Hope they can fix the sbao converter or something.
