Thats why i suggest make repack from original files of russian version of DXHR. I'm not sure that will help, but why not try?

In CMD:
%path to tool%:\\Gibbed.DeusEx3.Pack.exe -o %filename_to_repack% %folder_for_unpacked_files%

when:
"-o" -- command to unpack
file for unpack must be in a root directory
folder for unpacked files must be created before

What next?

По-русски (английский у меня просто «великолепен»)
В командной строке все делается:
%путь к программулине%:\\Gibbed.DeusEx3.Pack.exe -o %файл_который_распаковываем% %папка_куда_все_распакуется%

Где:
«-о» -- команда для распаковки
распаковываемый файл должен быть в корне (у меня так сработало по-крайней мере)
папку, куда все ляжет, создать заранее

Что дальше?

And what's in unpacked file? Just bunch of files with unspecified extensions?

Yeah. And i dont know where i can find any information of charset. Not in xml file of patch.000 -- fact. Not so simple, zermik, not so simple...
