Hello, can anyone help to make some tools for Export/Import or Decode/Encode this file from Silent Hill 3 PC?

I already tried tools by John Modest. But, Decode it's work but after Encode/Import, the files what I edited corrupt.
I don't understand the method with John Modest tools. I already search for "Tutorial" but nothing.
