I have a Noesis python plugin for it:

tex_Blood+_tme.zip

Put the py script on plugins directory.

A word of warning though: VERY WIP! Only supports 8-bit TMEs ATM and palettes might be incorrect for some files.

Thanks so much! Works great for mainly those files inside the "KIGAE" folder every other .TME texture doesn't work I have more samples if you want to take a look.
