For example I just converted the textures from the track "Alps" and yes there are textures similar to the ones you posted above. I don't know how the game uses those textures but there are other textures as well for the buildings , asphalt , grass , scenery etc. You can try checking all the textures for the track.

Tbh that depends on the game you're porting the track to...jpg is not the best format for quality and also it doesn't handle transparency well...
I'd suggest maybe .png or .tga but that depends on your game as well if it supports those formats.

Search YouTube , there are loads of tutorials. I don't think anyone here is going to write down a whole tutorial

Yeah I have sthe same issues with the alps, and also the texture I have are in a too tiny resolution so not usable
