Newbish question but where would I find side npcs, like the imperial/republic troopers. Not even named ones either unless I need to be looking at armor pieces instead.

If what you mean is simple background troopers or trooper mob models, I suppose they ought to be among the ones listed at https://swtor.jedipedia.net/en/npc but I'm not quite sure because it's taking me too much time to find any there. Each link leads to a page with game asset IDs and a small 3D viewer to check that they are what you are looking for.
Could anyone corroborate that?

Perhaps it would be more efficient to check for some full set of trooper armor and assemble the pieces as if it was a NPC.

and some other elements (textures and more models) at:

Does anyone know where to find the bfs togruta head? I have found bfn in resources\art\dynamic\head\model but there seems to be not bfs.

And, in the head folder's index.xml file, those are mentioned only once. When the time comes to describe Togruta player characters it actually points at human head models. Say:
<ArtName>head_pctogruta_bfs_african_a04</ArtName>
<DesignerName>head pctogruta bfs african a04</DesignerName>
<BaseFile>/art/dynamic/head/model/head_human_bfs_african_a04.gr2</BaseFile>
I'm not sure how that works Possibly those full heads are for the Togruta NPCs, and PCs are somehow made by merging them with the human heads in some manner, or there's a Togruta faceless headpiece model somewhere else (perhaps classified as 'hair').
