SH orginis .arc files

hi ,
im new here .. i would like to know how to extract silent hill orginis arc files .. like SH.ARC .. some people here figured it out before ...

but the zlibc link wont work and i couldnt find it anywhere else ...
soo i would like to know if there is another possible way ...
i will be very thank full .. because im going to make a silent hill mod for resident evil 4
