i am fairly stumped on this one not sure what they are doing to the faces some meshes i can import fine while others i can not because the faces defined do not go in order. i have asked a few people i know if they have any ideas.

Well... So far, so good, chrrox. Hope you can figure out how to fix the rest of the problems with importing the models.
Anyway, as a bit of a heads-up... Capcom announced a costume DLC pack that's gonna be released on March 1st. And yes, it's more on-the-disc DLC, just like Jill and Shuma-Gorath. 0028_04.arc is for Iron Man's DLC costume, for example. So, if anyone wants to extract those models/textures at a later time, they won't have to worry about downloading the DLC for 'em.

Out of curiosity.. Anyone have any ideas how to create an ARC? Decompressing an ARC is simple enough, but what if I wanted to recreate one after making some modifications to the extracted files?

well im currently working on making a tool that automates the whole .xet(or tex, whatevs)
its gonna change headers,swap green and alpha channels, and mix the channels to their proper values.
after i do that i was gonna work on the .dom files but i think it will probably be cracked by then.
