I am using ptexplorer so how do i get these images to blend with any color for pants and tattoos

Set the alpha value for each colour, or all colours.

I think mouse was talking about cutting out your image, by using a method of editing the alpha channel. which is a 4th sub image used in formats like TGA PNG, and a variety of other formats to control transparency of an image.

Although this does not seem to be applicable to the wording you used, asking about how to blend a tatoo with a pants texture... So I'm assuming you want something like this...
