I have just tested the files mentioned in post above and all 5 robots are extracted and also converting just fine, you guys need to be more specific what is your problem, extraction and conversion are two different processes, no matter what.

And following exact steps that are posted by daemon1 will give you correct extracted and converted assets.
If it matters, I just tested a Complete Edition of the game.

I think I have followed the steps well. In this post I try to make a small step by step guide. But for example with the fox it has worked (and some other animals, I tried and it worked) but for other models it did not.

As I tell Daemon I am downloading a new copy, as soon as I have it I try again and post here all the information I can. (Whether it works or doesn't work)

Ok this morning the donwload finished and I extracted the PKG with PS4.PKG.Tool, and this are my steeps.

1- I copy inside packed_ping horizon.exe and oo2core_5_win64.dll, and i create new file horizon.ini and put in it the full path to the folder.
2- On CMD console i run horizon.exe without arguments, don't produce any output, and generate res.txt correctly
3- I filter the file and generate the file "aloy.txt" (i attached it to this post). I'm trying to extract all parts of Aloy character. May be fault parts, i don't know.
4- I create a new folder, and move Horizon.exe, Horizon.ini, oo2core_5_win64.dll, and aloy.txt inside it
5- In cmd console i change to the new directory and i execute Horizon.exe /x aloy.txt. In the cmd don't get any output, and it extract all .core files.
6- Now I execute horizon over all .core files. I use this: for /f %f in ('dir /b *.core') do Horizon.exe %f. I have multiple outputs on the console, and some files crashing the app, for example Horizon.exe mesh_skeleton_rootbone.core with error :
Excepción no controlada: System.IndexOutOfRangeException: Índice fuera de los límites de la matriz. (In English: "Unhandled Exception: System.IndexOutOfRangeException: Index was outside the bounds.")
Others files for example Horizon.exe skirtflapd_ct_a_lx.core crash the tool but don't get any error on the console
7- Ok, let's check with noesis. In Aloy_ct_a_lx have the body with the customer. In mode.core.smd i have the hair. But all other models are empty. May be this is correct. But for example, where is the head?
8- Finding in res.txt i find various "heads" in models\characters\humans\heads\female\* ok i try to extract the file models\characters\humans\heads\female\ambert\animation\parts\head_lx.core, and i attached the wrong generated smd file.

At this point i'm struck, i can associate textures in blender to this part and work fine, but i can't find the rest parts, and i don't know if is my fault or some other problem...

Dameon1 I see in your first post you can extracted aloy, but i don't understand if i'm doing something wrong or is other problem.

In this latest version i downloaded (CUSA07319 Ver 1.00 and 40.11GB) most of other models works, for the example in other copies i can't extract the rabbit animal, but in this is working well... except for the head of Aloy, but i think is my problem I don't know where are stored the files...

Ok, i will send you my oodle5.dll by PM, my S.O. is Win7 installed on a VirtualBox. I try with Win10 with the same result. (Virtualized too)

try deleting all files from packed_pink, except 2:

initial.bin
remainder.bin

Would you mind looking at my dll too? I tried PMing it, but the site says it's an invalid format. Also, I forgot to mention, I've been using the first version of horizon.exe since my Anti Virus keeps flagging the updated versions for whatever reason.

but just in case, i asked to check it too, and as expected, it was not a problem

YES!! It's works!! As I assumed the fault was mine, I feel ashamed. I didn't realize they were the names of the actors and actresses. Seriously, THANK YOU VERY MUCH!

Sorry for the dizziness I've given you these days. Deleted the rest of the files has also worked for what helps me save space. Thank you also for your efforts

ALL files should export without ANY errors, and no zeroes inside, including skirtflaps and all other model files.
You must never run the tool on all files in one folder, because it will cause errors with skeletons and resulting skeletons will be broken.
But if you dont need skeletons, it may be ok, but still must be no files with zeroes.

So, can you answer, do you still have files with zeroes?

Yes for the example was post Raban i can extract all without problems.

Ok, Ok, I have filter the file and left only this:
models/characters/humans/aloy/animation/parts/aloy_ct_a_lx
models/characters/humans/aloy/animation/parts/aloyhair_ct_a_lx
models/characters/humans/aloy/animation/skeletons/mesh_skeleton_rootbone
And i can extract the model and the hair without problem drag and drop one by one of cores file. And don't generate any file with zeros. May be the problem was is It's what you say, I try to extract files that have nothing to do with each other...

With this in mind, I no longer have the problem of generating files with zeros.

Impossible. This cannot be.
Yesterday I tried running on all files in your "aloy.txt" and there was no single file with zeros.
So we still dont know the reason of your problem with files with zeros.

It means you still have it.

Ok, with the aloy.txt file i was attached before I execute Horizon.exe /x aloy.txt
And now i execute this: for /f %f in ('dir /b *.core') do Horizon %f

For example, i get the file aloyna_bags_ct_a_lx.core_0.smd with all trianges with 0 or aloyna_chestplate_ct_a_lx.core_0.smd same, i attached both in the zip file on this post, and the ouput of the cmd console
