1) The INF format was slightly changed in this version. The tool should work with older versions, although I would recommend to reunpack your files in order to update INF file.
2) So far you cannot extract the TPP files with real filenames. Apparently, developers added some salt onto hashes, so it'll take time to discover the algorhythm. Stay tuned for updates!
MGS V ResDec
This tool will decrypt several encrypted files (LUA, FPK, JSON, etc.) for MGS GZ and MGS TPP. Supports PC and console versions. Check Readme.txt for details.

Decryption method completely discovered, tool coming up in a day or few. They've really changed a lot in a PC version. Resources are Zlib compressed now.

Texture archives/pftxs files have also changed a lot in the console files. Subtitles/subp files haven't changed and can easily be extracted (if you know which encoding to use ASCII, UTF-8, ISO-8859-1 or ISO-8859-5).

could you tell me somebody.I want to translate MGS TPP PS3.The subtitles in the which files and someone could give me all text?because I dont know How ı will extract.

Translating all that dialog is quite ambitious. I dumped all the english subtitles I found in 77xxx.dat(data.qar) files and found like more than 77.000 lines. These are just the subtiles in the main archive. In Ground Zeroes each mission had their own subtitles packed in their respective FPK archives. So unfortunately everything isn't sorted into nice little folders anymore. Will there be any way to track down individual files for camera settings or something?
