Well, its a bit complex, as said, there is no tools that I know of, but although there are not tools, and honestly I'm a bit lazy to find any of my scripts, if you can unpack the data using the zlib libraries(at least that's what I did using python) you would be able to get raw files, the structure ...

the format for the geometry looks to be pretty straight forward, I'm not even sure if this file you uploaded even has textures, I first though it could have some dxt texture but nah, maybe if its swizzled, but I don't think so.
