The audio is 3DO SDX2. Change the extension to .STR and try this updated vgmstream plugin. When available, I recommend the official vgmstream builds since they contain some additional codecs.

The PS2 version contains standard Sony ADPCM. It seems to contain some movie dialogue for multiple languages. Works fine with the vgmstream WinAmp plugin . Be sure to read the readme file in the zip as it requires some additional .dll files. Just FYI, the interleave is 0x6200. These are SGH/SGB files with AC3 data. I'm pretty sure that support hasn't been added to VGMStream yet though. For now, rename the *.SGB files to *.AC3 to listen and use an AC3 plugin or whatever. Unfortunately, the loop info will be lost without the info from the .SGH files.

Seems the data is in an EDAT file from what I've seen. I think this format cannot yet be decrypted.

From RPK files I have seen, the offset records are in the PS2 executable file. Each record is 0xC bytes in length with a format like:
0x00 - 0x03: Unknown
0x04 - 0x07: Offset/0x800
0x08 - 0x0B: Size

So find some known file types and search by offset or length values to find the table.
