If you won't find anything, then texts are probably compressed or encrypted and require more investigation.

Ace Combat 7 was made on Unreal Engine 4, so you can use these tools to unpack PAK archive

I didn't find any index structures in those archives and also there is no documentation online for those formats, so I think I'll leave analyzing them to someone else.
