Yeah, having had experience with lua I can say that the standard decompilers are very difficult to use. This looks more like a in-game script than just text. It's partially compiled. I'm not sure of the format, but I do remember that Bounty Hunter was created using an in-house engine at Lucasarts.

I've looked at the Gamecube version of the game and it doesn't use ZWP archives, however it does show the folder structure for where all the files go. Would that be helpful at all in creating a recompiling script?

This is the same format that Vicarious Visions used for the Xbox port of Jedi Academy and Jedi Outcast. Yeah, the issue is that the useful audio is actually inside the ark, which has is a different version than the Guitar Hero games, meaning it can't be opened.
