It worked in 2018 after I installed the Dragonage plugin from here: https://www.nexusmods.com/dragonage/mods/895/?tab=files
I just went into Slate, right-click the material, and selected "Show material in viewport" and it looked fine.

I checked the Noesis changelog and Mr. A added support for the Windows BTEX files. So now it supports all of them. The Episode Duscae skeletons are a bit strange, but I managed to import those samples.
