Wrong syntax, if you are plannig on using a batch you do NOT point it to the layout.toc [...] there's nothing to extract from it, only the other TOCs the game has you can extract... Disregard this.

The .mpc files are correctly opened by Foobar2000 using vgmstream plugin. From there, they can easily be converted to any format.

Not sure where you can find a program that can unpack those though. I can very easily unpack those files found in NFS Most Wanted and Carbon. Only Undercover gives me a headache. Also, the size of the file is fairly big, suggesting it contains some data. As usual, the best way is to upload the file...
